Senior Manager – Payroll & Benefits (Expenditure & Financial Reporting)

About the role

The municipality is seeking a Senior Manager to lead its Payroll and Benefits Division, focusing on expenditure control and financial reporting. This senior position oversees payroll calculations, benefits administration, and ensures accurate financial statements for the council.

Key responsibilities

• Control staff and activities within the Payroll and Benefits Division.
• Design formulas and tables to calculate earnings, deductions, allowances, overtime and debt accurately.
• Authorize all payroll parameter changes and approve related payment documents and journal entries.
• Prepare and present expenditure reports to senior management and council.
• Manage reconciliation of total salary expenses with the vote’s ledger and ensure inclusion of staff expense notes in the Annual Financial Statements.

Required profile

• B.Com degree in Accounting.
• Valid code B/EB driver’s licence.
• Computer literate.
• National Treasury minimum competence requirements (or obtainable within 18 months).
• At least six years of payroll management experience, with three years at a managerial level; local government experience is advantageous.
