Municipal Manager

About the role

The Matjhabeng Local Municipality is seeking a qualified and experienced Municipal Manager to lead the administration and service delivery in Welkom and surrounding towns. The role is a five‑year fixed‑term contract under the Municipal Systems Act, responsible for strategic planning, policy implementation and ensuring good governance.

Key responsibilities

• Carry out duties of the Municipal Manager as defined in Section 55 of the Municipal Systems Act.
• Implement and monitor the municipality’s Integrated Development Plan.
• Lead an efficient, accountable administration and manage service delivery sustainably.
• Provide strategic advice to political structures and manage communication between administration and council.
• Oversee staff recruitment, training, discipline and performance in line with the Employment Equity Act.

Required profile

• Honours degree in Public Administration, Political Science, Social Sciences, Law or equivalent; professional registration is an advantage.
• Minimum five years senior management experience, preferably in local government.
• Extensive experience in financial management, policy development, strategic planning, programme management and reporting.
• Strong knowledge of legislation governing local government and institutional governance systems.
• Understanding of good governance practices such as internal audit and risk management.
• Excellent communication, negotiation and analytical abilities, with a commitment to integrity and diversity management.
