Legal Advisor – 24‑Month Fixed‑Term Contract

About the role

The Legal Advisor will provide specialised legal advisory services to municipalities in South Africa, ensuring that municipal entities receive accurate, timely, and compliant legal support. This 24‑month fixed‑term position is based in Pretoria and involves coordinating both internal and external legal resources.

Key responsibilities

• Provide legal support to municipalities and coordinate the sourcing of expert legal opinions and outsourced legal services.
• Draft, review and manage legal opinions, documents and legislation comments for approval by senior management.
• Communicate with external counsel, service providers and government departments on legal documentation and matters.
• Collaborate with municipal clusters to assess and convey the impact of legal and regulatory requirements.
• Advise on and lobby for municipal interests during parliamentary processes and legislative drafting.
• Maintain relationships with municipal legal practitioners and act as a liaison on Access to Information Act applications.
• Oversee litigation processes from initiation to resolution in consultation with senior managers.
• Conduct legal research, analyse case law and summarize findings to support legal opinions.
• Monitor legislative changes and national government requirements, ensuring municipalities adopt appropriate legal approaches.

Required profile

• Qualified legal professional with experience in municipal or local government law.
• Proven ability to coordinate external legal practitioners and manage outsourced legal services.
• Strong drafting and analytical skills for legal opinions, documents and legislative comments.
• Excellent communication skills for interaction with municipalities, government bodies and external counsel.
• Knowledge of the Access to Information Act and related disclosure requirements.
• Ability to conduct thorough legal research and stay abreast of legislative developments.
