General Manager – Financial Accounting & Reporting

About the role

The Joburg City Theatres (JCT) is looking for a seasoned General Manager to lead its Financial Accounting and Reporting function. This senior position is responsible for safeguarding the organisation’s financial health, ensuring compliance with municipal legislation, and providing accurate financial information for strategic decision‑making.

Key responsibilities

• Oversee end‑to‑end financial operations, including planning, budgeting, cash‑flow management and balance‑sheet reconciliations.
• Ensure compliance with the Municipal Finance Management Act (MFMA), GRAP standards and National Treasury Asset Management Guidelines.
• Maintain accurate accounting records and supervise the preparation of financial statements.
• Manage departmental functions such as human‑resources performance management, internal controls, risk mitigation and continuous improvement initiatives.
• Develop and enforce policies governing finance, procurement and asset management.
• Lead and develop the finance team, conduct performance evaluations and drive professional growth.
• Engage with internal and external stakeholders, addressing expectations and audit findings.

Required profile

• Strong working knowledge of MFMA and GRAP accounting standards within a municipal environment.
• Familiarity with Supply Chain Management processes and the Preferential Procurement Policy Framework Act (PPPFA), including experience on a Bid Evaluation Committee.
• Proven supervisory experience with the ability to communicate effectively at senior levels, both verbally and in writing.

Required skills

• Proficiency in Pastel Evolution.
• Proficiency in Caseware.
• Advanced MS Excel skills with strong hands‑on reconciliation capability.
