About the role
The City of Cape Town seeks a strategic leader to head its Public Empowerment and Development function. This senior position will drive community empowerment initiatives, oversee the Expanded Public Works Programme (EPWP) and the City Development Works (CDW), and ensure alignment with municipal, provincial and national policies.
Key responsibilities
- Strategically lead, manage and direct the Public Empowerment and Development portfolio, including EPWP and CDW implementation.
- Ensure synergy with City, Provincial and National directives, strategies and guidelines.
- Operate the department autonomously within council resolutions, bylaws and national legislation.
- Interpret, analyse and apply legislative and corporate policies, standards and procedures.
- Plan, design and implement systems, procedures and monitoring frameworks.
- Engage with internal and external stakeholders at executive and senior management levels.
- Build and maintain effective relationships and partnerships across the organisation and with external partners.
- Oversee financial management to ensure compliance with Treasury Regulations.
- Lead strategic reconceptualisation of the expanded public works programme and change‑management initiatives.
- Sponsor people‑strategy aligned staffing, workforce planning and performance management.
Required profile
- Relevant B degree.
- Minimum eight (8) years of extensive managerial experience.
- Knowledge of relevant legislation and the South African local government environment.
- Proven experience in community empowerment initiatives.
- Demonstrated ability to network and build partnerships.
