Chief Director: Roads Construction

About the role

The Chief Director for Roads Construction leads the planning, budgeting, execution and oversight of capital road infrastructure projects for the Gauteng Department of Roads and Transport, ensuring alignment with departmental objectives and legislative requirements.

Key responsibilities

• Manage programming, budgeting and reporting of capital road projects.
• Coordinate and oversee construction of departmental road infrastructure and capital works.
• Ensure compliance with construction standards, quality assurance and occupational health and safety.
• Develop and implement construction management guidelines, policies and internal control systems.
• Lead the operational planning, personnel provisioning and performance management of the Chief Directorate.

Required profile

• NQF Level 7 qualification in Civil/Structural Engineering or Built Environment, recognised by SAQA.
• Registration with a professional engineering body (e.g., ECSA, SACPCMP, SACQSP).
• At least five years of senior management experience in transport infrastructure or the built environment.
• Valid driver’s licence and completion of the Nyukela Senior Management Pre‑entry certificate.

Required skills

• Knowledge of construction contract law and administration, including GCC and FIDIC.
• Familiarity with SLAs and relevant legislation such as the Engineering Profession Act, Gauteng Transport Infrastructure Act, National Roads Traffic Act and National Environmental Management Act.
• Expertise in Colto Standard Specifications for Road and Bridge Works and departmental technical standards.
• Project budgeting, financial management and internal control systems.
• Occupational health and safety compliance and quality assurance in road construction.
