Governance and Compliance Manager

About the role

The Council for Scientific and Industrial Research (CSIR) is seeking a Governance and Compliance Manager to lead the Supply Chain Management (SCM) governance function. Based in Pretoria, you will provide strategic oversight to ensure CSIR complies with SCM policies, legal requirements and risk management frameworks.

Key responsibilities

• Develop, review and implement SCM policies, procedures and templates aligned with current legislation and the Approval Framework Policy.
• Coordinate and manage all SCM audits and engagements with the Auditor General, Internal Audit Services, SHEQ, National Treasury, CIDB and SARS.
• Prepare accurate audit reports and ensure timely submission within prescribed timeframes.
• Maintain continuous engagement with National Treasury to stay updated on legislative changes.
• Lead the development and dissemination of governance information and conduct training on SCM policies and compliance.
• Ensure National Treasury regulations are applied and reporting is completed accordingly.

Required profile

• Middle‑management experience in governance, compliance or supply‑chain environments.
• Strong knowledge of South African SCM legislation, National Treasury regulations and related compliance standards.
• Proven ability to work collaboratively with internal divisions such as Legal, Risk Management, Finance and Human Capital.
• Excellent analytical, communication and stakeholder‑management skills.
