Chief Financial Officer – Municipal Leadership (Fixed‑term)

About the role

The Matjhabeng Local Municipality is seeking a Chief Financial Officer to provide strategic financial leadership and oversight for its Budget, Treasury, Revenue, Expenditure and Supply Chain Management functions. This fixed‑term position (5 years) is based in Welkom and reports directly to the Municipal Manager.

Key responsibilities

• Provide strategic direction and advice on financial planning, budgeting and policy in line with the Constitution, MFMA and Treasury Regulations.
• Develop and maintain an effective financial management system, including policies, procedures, accounting standards and anti‑corruption measures.
• Oversee revenue collection, expenditure management and the compilation of financial statements.
• Support the Accounting Officer and senior managers in executing their functions.
• Manage the Budget and Treasury team, ensuring efficient use of personnel and resources.
• Lead the implementation of performance management and human resource processes within the finance department.

Required profile

• Honours degree in Financial Management (Accounting major) or equivalent; postgraduate qualification is an advantage.
• Professional registration with the relevant accounting body.
• Minimum 7 years senior‑level experience, with at least 2 years in senior management, preferably in local government.
• Advanced knowledge of the Municipal Finance Management Act, National Treasury Regulations, Supply Chain Management Regulations, Preferential Procurement Policy Framework Act and GRAP.
• Strong understanding of institutional governance, performance management and council operations.
