Manager Integrated Development Planning & Performance Management

About the role

The Manager IDP & PMS will lead the development, monitoring and alignment of the Integrated Development Plan (IDP) and Performance Management System for the municipality, ensuring compliance with municipal legislation and strategic objectives.

Key responsibilities

• Develop and manage the IDP Review Process Plan, coordinating with municipal departments and other government spheres.
• Conduct research on IDP‑related activities, policies and directives, and ensure alignment with provincial and national strategies.
• Design, implement and monitor performance management cycles, linking strategic goals to daily actions.
• Establish monitoring systems, collect data, and report progress on service delivery and project outcomes.
• Lead stakeholder engagement, public participation and inter‑governmental coordination for the IDP.

Required profile

• Bachelor’s degree in Public Administration, Development Studies, Performance Management, Project Management or a related field.
• Minimum of 8 years relevant experience, including experience developing business plans in a political environment.
• Computer literacy and a valid driver’s licence.
• Competency in service delivery orientation, client focus, communication, interpersonal relationships and organisational awareness.
