Higher Education Policy & Federal Coordination Expert (Senior)

About the role

NTU International A/S is leading the EU‑funded Higher Education System Strengthening Project II in Somalia. The Senior Higher Education Policy & Federal Coordination Expert will support the core team in strengthening the capacity of Somalia’s higher‑education system for better coordination, regulation and sustainability.

Key responsibilities

• Facilitate multi‑stakeholder consultations across federal and regional authorities.
• Draft legislation, costed implementation plans and monitoring frameworks for higher‑education reforms.
• Provide analytical support to design and monitor policy interventions.
• Coordinate with project partners to ensure alignment with EU objectives.
• Produce reports and policy briefs on federal‑regional dynamics in the Horn of Africa.

Required profile

• Degree in education policy, public policy, law or a related social‑science field.
• Minimum 10 years experience in higher‑education policy formulation, implementation or monitoring, preferably in federal or decentralized contexts.
• Fluency in English; Somali language skills are desirable.
• Strong analytical and facilitation abilities and knowledge of intergovernmental relations.
