Senior Manager – Social & Community Services

About the role

The municipality is seeking a senior manager to lead its Social and Community Services Department. The role involves strategic planning, budget oversight and ensuring high‑quality services for residents.

Key responsibilities

• Overall management of the Social and Community Services Department, including Community Development, LED, Sports and Recreation, Health and Social Services.
• Develop and implement strategic plans and policies for the department.
• Manage the departmental budget and ensure financial accountability.
• Supervise, mentor and develop departmental staff.
• Ensure effective service delivery and compliance with relevant legislation and regulations.
• Liaise with other municipal departments, external stakeholders and community partners.

Required profile

• Grade 12 plus a Bachelor’s degree in Public Administration, Social Science, Law or equivalent.
• Minimum five years of relevant experience in a middle‑management position.
• Competency levels as prescribed by the Minimum Competency Regulations, 2007 (or willingness to complete within 18 months).
• Computer literate, valid Code B driver’s licence and own road‑worthy vehicle.
• Professional registration with the South African Council for Social Service Professionals (or similar) is an advantage.

Required skills

• Strong knowledge of relevant policy, legislation and municipal governance systems.
• Understanding of health service management, cemetery management, public safety and parks & recreation management.
• Leadership competencies: strategic leadership, people management, project management, financial management, change management, problem solving, client service and public accountability.

What we offer

• Total remuneration package ranging from R 907 864 (minimum) to R 1 160 465 (maximum) per annum.
