About the role
The Supply Chain Officer will manage the full procurement cycle for a network of civil society organisations, ensuring compliance with donor rules and South African legislation. This role supports high‑impact health and social programmes through efficient sourcing and supplier management.
Key responsibilities
- Execute the end‑to‑end procurement process: needs assessment, market research, RFQs/RFPs, bid evaluation, purchase orders and contracting.
- Ensure all procurement decisions comply with internal policies, donor requirements (e.g., Global Fund) and legislation such as POPIA and B‑BBEE.
- Maintain supplier relationships, update the supplier database and drive competitive, value‑for‑money sourcing.
- Prepare procurement documentation packs, facilitate bid committees and submit recommendations to the Internal Procurement Committee.
- Support contract negotiations, pricing and terms for goods, services, consulting and sub‑contracting.
- Produce monthly procurement reports, manage the tender register and provide secretariat support for procurement meetings.
- Onboard new suppliers and monitor compliance, including risk, tax, B‑BBEE status and conflict‑of‑interest checks.
- Train staff on procurement planning, policy use and compliance, and identify process‑improvement opportunities.
- Collaborate with Finance, Programme, M&E and Grants teams on budgeting, forecasts and donor reporting.
- Assist with internal and external audits and implement audit recommendations.
Required profile
- Diploma or Bachelor’s degree in Supply Chain Management, Finance or a related field.
- Minimum of 3 years relevant experience in a supply chain environment, preferably within NGOs, pharmaceuticals or the public sector.
- Accounting background and CIPS Level 4/5 certification are advantageous.
- Understanding of B‑BBEE Act requirements and familiarity with POPIA, PAJA and PAIA.
Required skills
- Proficiency with MS Office Suite.
- Experience using ERP/procurement systems such as Oracle.
- Data analysis and report writing capabilities.
- Contracts administration.
